You target two characters with this ritual, both of whom must be present for the entire performance of the ritual.
One of the targets is the Judged, who must have been convicted of a crime, and the other is the Warden, who must be a legally-appointed deputy, magistrate, judge, or other officer of the law. If either of these conditions is not met (i.e. the Judged has not actually been legally convicted, the Warden doesn’t actually have the power to apprehend a criminal or sentence them in a court of law, etc.) the ritual automatically fails.
Both targets are marked by Elemi’s Watch, a Curse effect with an effective Ritual Power of 30. At any point within the next five years, the Warden can commission a Personal Curse ritual to target the Judged; that Curse is automatically applied to the target at the end of the event in which the second ritual is performed, without any need for the delivery of a Curse Card. The Warden must be present for the performance of this second ritual, and loses the Elemi’s Watch effect at the end of that ritual.
Removing the Elemi’s Watch effect from either the Warden or the Judged removes the effect from both of them.
