A flame passes from one soul to another, until the land itself burns with determination. They will stand, and they will take up arms. Perhaps not in great armies, but in the guard-houses and militias, they will still fight to defend what is theirs. But no flame is without its peril, and the same passion and determination also drives the disaffected to seek shelter with the enemies of their people.
You target one Province with this ritual. You must deliver the Curse Card for this ritual to an Envoy of the Nation containing that Province or to a Veilwalker whose Enterprise is located within that Province for it to have an effect.
All Military Units based in the Province suffer -6 Levels.
Every Region within the Province recovers an additional +20 Security at the end of the Recovery Phase of the next Round of Downtime.
All Dreadhordes within the Province recover +10 additional HP at the start of the Recovery Phase of the next Round of Downtime.
Civilians within the Province feel drawn to exercise vigilante justice. Guard units have their fill of new recruits and crime drops, but many innocents are caught up in the frenzy of extrajudicial punishments.
The effects of this ritual last until the end of the next Confluence, until you remove the Curse, or until the Curse is broken, whichever comes first. If this ritual is performed targeting a Province while a previous instance of it is still active on that Province, its Ritual Power is reduced to 20.
If this ritual is performed outside of Veilguard, its required Ritual Power is quadrupled.
