If you are crafting this item, you can do so without consuming any materials, but doing so counts as crafting 2 items instead of 1 for the purposes of calculating how many items you can craft during Downtime. You cannot craft this item for free during the course of an event.
If you know the Turn Evil spell, you can use the same incantation and spend 1 Mana to call Cleanse on another character you are touching with your hand or an Implement.
If you know the Cleansing Touch spell, you can use the same incantation and spend 1 Mana to call Turn when you strike an enemy with an Implement.
