Terrorize
The Cultist Cell can choose to move to a neighboring Region or remain in place.
The Cultist Cell deals 10% of its Effective Combat Strength in damage to the Security of the Region, and 20% of its Effective Combat Strength in damage to the Stability of the Region.
Regional Trait Effects:
- If the Cultist Cell performs this action in a Region with the Logistics Hub trait, the damage it deals to the Region’s Stability is doubled.
- If the Cultist Cell performs this action in a Region with the Aether Conflux trait, the damage it deals to the Region’s Security is doubled.
- If the Cultist Cell performs this action in a Region with the Fortification trait, the damage it deals to the Region’s Security and Stability is halved.
Military Units performing the Patrol Order in the Region can intercept this Action.
