You target one Region with this ritual. The Envoy of the Nation that owns that Region must be present for the entire performance of the ritual.

The targeted Region permanently loses a Terrain Trait (Forested, Swamp, Desert, Mountain, Plains, Ocean, or Coastal) and gains a new one of your choice. If you choose to remove the Coastal Trait, the Region does not gain a new Trait but instead its neighboring Regions that were not Coastal gain the Coastal Trait, as the ritual raises a mass of land out of the ocean.

If this ritual is performed outside of Veilguard, its required Ritual Power is quintupled.
