The first time that the Force uses this Action in a Round, it can move up to a quarter of its Speed (rounded down) before the other effects of this Action take place.
The Force engages an enemy Force in battle; if there is no enemy Force in the Region, it engages the next enemy to enter the Region before the end of the Round or it leaves the Region. This counts as a defensive action on the Force’s part, not as an attack, for the purposes of any effects that trigger off of attack or defense; the targeted enemy Force counts as the attacker, instead. The targeted Force takes -20% less damage than it normally would, but its Speed is reduced by 100% of the damage it would normally have taken from the engagement. This Speed penalty cannot stack with itself, but can stack with other effects.
