The Cultist Cell can choose to move to a neighboring Region or remain in place.
The Cultist Cell either heals for +30 Health or increases its Base Combat Strength by +50. If the Security of the Region is less than 50, the Cultist Cell can do either both of these things or one of them twice.
No other Cultist Cell can perform this action within the Region until the next Round of Downtime.
This Action does not break the stealth effect of the Infiltrate Action.
