This Trait can stack.

At 1 stack, the Region is being dominated by cultist military forces, but the population is still holding out hope of rescue.

At 2 stacks, the Region is beginning to be influenced by cultist propaganda and is falling under their control. The Stability of adjacent Regions that do not have the Conquered Trait is reduced by -5 every Round at the start of the Recovery Phase. Non-Dreadhorde Armies cannot perform the Resupply Action within the Region.

At 3 stacks, the Region is fully under Cultist control. The Stability of adjacent Regions that do not have the Conquered Trait is reduced by -10 every Round at the start of the Recovery Phase. Non-Dreadhorde Armies cannot perform the Resupply Action within the Region. There is a 100% chance that a Cultist Cell will spawn in the Region during the Recovery Phase.

One stack of this Trait can be removed by a non-Dreadhorde Army performing the Conquer Action within it.
