When you create your character, you can choose from one of the available Enterprises within the Province your character is based out of.
If your character was not already in possession of such an Enterprise when they were discovered to be a Veilwalker, their nation grants them one in the hopes of ensuring that they can better serve that nation’s interests while they are in Veilguard.
Enterprises all grant your character something at the start of each event you attend. Regardless of what your Enterprise is, though, you start an event with 18 Scales (the standard currency of the Continent) in addition to anything you earn from your Enterprise.
Some Enterprises (specifically Military Units, Towers, Congregations, and Caravans) also require some degree of decision-making at the end of an event or the start of the Downtime in between events. Military Units in particular have an integral role in the Strategy Layer, helping to protect against the cultist invasion that is in progress during the Churning.
Just to underline that point: if you do not have a Military Unit, Tower, Congregation, or Caravan as your Enterprise, you do not need to worry about making decisions about your Enterprise during Downtime. Every other Enterprise does what it’s supposed to do automatically, without any input needed from you. Even those four Enterprises have an automatic function which they will perform, granting you some resources at the start of the next event, so even if you forget to send in your orders you won’t have lost everything the Enterprise can grant you.

You can permanently increase the Level of your Enterprise by investing resources and money into it, though the cost increases significantly with each additional Level.
